This financial support is intended to strengthen national emergency response capabilities and limit the virus’s spread across the Democratic Republic of the Congo (DRC), South Sudan, and Uganda. The rapid allocation of funds aims to reinforce regional containment measures and reduce the death toll among populations at greatest risk.

The ongoing health emergency began in the DRC, where authorities officially declared the outbreak on May 15, 2026. The epidemic initially emerged in the eastern Ituri province, heavily impacting areas such as Bunia, Rwampara, and Mongwalu. Since then, the virus has quickly spread beyond its initial epicenter, reaching the neighboring North Kivu and South Kivu provinces. Experts have identified the strain as the Bundibugyo form of Ebola, a highly aggressive variant for which no approved vaccine or specific treatment exists at this time.
To enable rapid response, the comprehensive funding package is split into two distinct grants managed by major international health agencies. A primary grant of $10 million derives from reallocated resources within the existing DRC portfolio of the African Development Bank. These funds will be channeled directly to the World Health Organization. An additional $3 million, from the bank’s Multi-Country Emergency Assistance Project covering the DRC, Uganda, and South Sudan, will be executed by the Africa Centres for Disease Control and Prevention.
These financial resources have been allocated strategically to address the different levels of crisis severity across the affected nations. With the DRC serving as the main epicenter, it will receive the largest share with $11 million. Uganda and South Sudan will each be allocated $1 million from the Multi-Country Emergency Assistance Project. The targeted disbursements aim to enhance preventative measures, strengthen healthcare infrastructure, and prepare border regions for potential cross-border transmission.
Under the Ebola Virus Disease Outbreak Response Plan, the funds will be deployed in close partnership with the respective national health ministries. The primary goal is to halt the virus’s spread while also reducing mortality and morbidity in vulnerable zones. Key actions include improving early diagnosis capabilities, expanding active epidemiological surveillance, and promoting community engagement, public awareness campaigns, and regional coordination to unify the medical response efforts.
Mohamed Cherif, the Deputy Director General for Africa and the DRC country manager for the African Development Bank, highlighted the critical need for this financial aid. “This emergency support reflects the African Development Bank Group’s commitment to supporting the Democratic Republic of Congo and neighboring countries in safeguarding lives, reinforcing health systems, and preventing the epidemic’s further spread,” Cherif stated. He also reaffirmed the institution’s dedication to assisting its regional members during times of crisis.
